General Population Store not working

Description of the Issue: Store at Bolingbrook Prison unable to buy bandages, food and water
Expected Results: When you walk to the store you should be able to buy food water and bandages
Actual Results: when you try to buy something at the store you only see your inventory
Steps to Reproduce:

  1. Walk up to the store
  2. See the store selection to the right
  3. Buy food water and bandages
