Add function to disable Stash in motel rooms if the doors are LOCKED

Suggestion: Can we please take a look at the motel door system?? I know the doors are buggy but can we make it so like if the door is Locked then people cant use the Stash somehow? Cz the amount of ppl do this petty thing at late night with less admins in the city is crazy and its frustrating. I don’t know if you looked at it yet or not. Imagine u save up materials and gonna go sell to pay rent and all your stuffs are gone. It killed my vibe today after I witnessed 4 robberies within 24hours from my motel room.
How will it expand RP: It will stop all the headaches, time and resources that admins have to spread out to look out for these type of exploits.

Should be added within the next few days, because of how weird our system is for this the drawers will only be accessible if the door is unlocked, hopefully, someday this can be rewritten so there are actual key checks for accessing the drawer
